The economics of a thirsty man

I am coming off a refreshing mini-vacation in Scottsdale. I feel refreshed and ready to go. It was near 100 degrees in Scottsdale so I needed to stay hydrated. I would use every opportunity I could to get some fresh cold water. The lobby had free water, the pool had free water, and every restaurant had free water. The only place that didn't have free water was my hotel room. If I wanted to drink the water (shown above) from my hotel room then I would be charged: $5.00 for the water, 20% gratuity, and 10.6% sales tax.
As if $5.00 for 12 ounces of water wasn't insulting enough, I was expected to pay 20% gratuity. Who was I gracious to? I would be grabbing the water out of the mini-bar myself. Do I get to keep the 20% gratuity?
Needless to say I made my way to the lobby for some free water. Don't worry, I tipped myself $5.00 for getting the water.
